Suspense crime, Digital Desk : Producer Boney Kapoor's ambitious dream of establishing a sprawling, state-of-the-art Film City near Noida in Uttar Pradesh is encountering significant turbulence. The project, spearheaded by Kapoor's Bayview Projects LLP in partnership with other developers including the Bhutani Group, is facing setbacks due to fundamental disagreements with the Yamuna Expressway Industrial Development Authority (YEIDA) over the proposed layout and land allocation plan.
The core of the dispute lies in the developers' desire for a revised layout that allocates a significantly larger portion of the 1,000-acre site to commercial activities, reportedly seeking up to 70-80% for such purposes. This contrasts sharply with YEIDA's approved master plan, which earmarks about 70% of the land for industrial use directly related to film production (studios, post-production facilities, etc.) and the remaining 30% for commercial and support activities.
YEIDA officials are reportedly standing firm, insisting that the developers adhere to the existing land use parameters that were part of the original tender and subsequently approved by the Uttar Pradesh government. The authority's stance is that any major deviation, especially one that significantly increases commercial land at the expense of core film-related industrial infrastructure, would require fresh governmental approvals and could fundamentally alter the project's intended purpose.
Bayview Projects LLP, along with its partners, had won the bid for the Rs 10,000 crore project in January, outbidding other major players like T-Series. However, the current impasse over the layout plan is stalling further progress, including the formal allotment of land and the financial closure for the mega-project. Developers argue that a larger commercial component is necessary for the project's financial viability and to attract diverse investments.
Until these differences are resolved and a mutually agreeable layout plan is finalized and approved, the much-anticipated Noida Film City, envisioned as a major hub for film production and entertainment, remains in a state of uncertainty. The resolution of this clash between the developers' commercial aspirations and the authority's regulatory framework will be crucial for the project's future.
