In a major breakthrough, Jharkhand Police have arrested 164 individuals allegedly involved in a sophisticated paper leak syndicate targeting the Excise Constable Recruitment Examination. The operation has exposed a deep-rooted network of "solver gangs" and middlemen promising guaranteed selection for a price.

Massive Crackdown Across Multiple Districts

Following intelligence inputs regarding irregularities in the recruitment process, the police conducted coordinated raids across several districts. The arrests include not just the candidates who sought to use unfair means, but also the kingpins of the operation.

Authorities recovered incriminating evidence, including:

Electronic Gadgets: Bluetooth devices, micro-earpieces, and modified vests.

Original Documents: Admit cards and educational certificates of various candidates held as "security" by the gang.

Blank Cheques: Financial instruments worth lakhs of rupees used as advance payments for the leaked papers.

The "Solver Gang" Modus Operandi

The investigation revealed a highly organized system where the gang charged candidates between ₹5 lakh to ₹10 lakh for passing the exam. The syndicate employed “solvers” highly qualified individuals to sit for the exam in place of the actual candidates or to provide answers via clandestine electronic devices during the test.

The police have noted that the gang used specialized software to bypass standard jamming signals at some examination centers, indicating a high level of technical preparation.

Government Action and Legal Consequences

Jharkhand Chief Minister’s office has taken a strict stance on the matter, directing the police to apply the most stringent sections of the Jharkhand Competitive Examination (Measure for Control and Prevention of Unfair Means in Recruitment) Act.

Under this law:

Candidates found guilty face heavy fines and a permanent ban from all future government recruitment exams.

Gang members face life imprisonment and property attachment if the scale of the scam is proven to be institutional.

Impact on Aspirants and Next Steps

While the arrests have brought some sense of justice, thousands of honest aspirants are left in a state of uncertainty. The Jharkhand Staff Selection Commission (JSSC) is currently reviewing the situation to decide whether the specific shifts affected by the leak will be cancelled or if the entire recruitment drive needs a reset.

Security protocols for upcoming state exams are being completely overhauled, including the introduction of AI-based facial recognition and more robust biometric verification at entry points.
