Haryana Chief Minister Nayab Singh Saini presented his first state budget for 2025-26, with a total outlay of ₹2.05 lakh crore. The budget, which does not impose any new taxes, includes major allocations for women’s welfare, AI development, agriculture subsidies, and drug abuse prevention.

Saini revealed that he received around 11,000 suggestions from various stakeholders before finalizing the budget.

Major Initiatives and Allocations

1. Empowering Women: ₹5,000 Crore for Lado Lakshmi Yojana

  • A budget of ₹5,000 crore has been allocated for the Lado Lakshmi Yojana.
  • Under this scheme, eligible women will receive ₹2,100 per month as financial assistance.
  • This fulfills the BJP’s 2024 Assembly poll promise to support women financially.

2. Haryana AI Mission: ₹474 Crore Assistance from World Bank

  • Haryana will launch the Haryana Artificial Intelligence (AI) Mission.
  • AI hubs will be established in Gurugram and Panchkula.
  • The World Bank has assured ₹474 crore assistance for this project.

3. ₹2,000 Crore Fund to Boost Startups

  • The state will encourage private investors to create a ₹2,000 crore fund to support startups.
  • This initiative aims to promote entrepreneurship and innovation in Haryana.

4. Combatting Drug Abuse: ₹10 Crore for Awareness Authority

  • A Substance Abuse and Narcotics Knowledge Awareness and Liberation Programme Authority will be established.
  • ₹10 crore has been earmarked to tackle drug addiction and protect youth from narcotics.

5. Increased Subsidies for Farmers

  • "Mera Pani Meri Virasat Yojana" subsidy increased from ₹7,000 to ₹8,000 per acre for farmers who shift from paddy cultivation.
  • Direct paddy sowing subsidy raised from ₹4,000 to ₹4,500 per acre.
  • Paddy straw management subsidy increased from ₹1,000 to ₹1,200 per acre.
  • A bill will be introduced to protect farmers from fake seeds and pesticides.

6. ₹1 Lakh Interest-Free Loan for Women Farmers

  • Women engaged in dairy farming, horticulture, animal husbandry, and fisheries will be provided ₹1 lakh interest-free loans.

7. Horticulture Development Initiatives

  • New centres of excellence for litchi, strawberry, and date palm will be set up in Ambala, Yamunanagar, and Hisar.
  • A Horticulture Research Centre will be built in Palwal district.
  • A flower market will be established in Gurugram.

8. Haryana Overseas Employment Cell for Global Jobs

  • A new initiative will help Haryana’s youth secure international employment through:
    • Haryana Overseas Employment Cell
    • Haryana Skill and Employment Corporation

9. Tackling Illegal Migration (Donkey Route)

  • A bill will be introduced to stop illegal migration via the "Donkey Route", a high-risk pathway used by migrants to enter the U.S. illegally.

10. ₹5 Crore for New Cow Shelters

  • A cow sanctuary will be built in every district.
  • ₹5 crore will be granted for 51 sheds in registered cow shelters.

11. Sports Excellence & Olympic Preparation

  • "Khiladi Bima Yojana":
    • National medal winners and international athletes will receive medical insurance up to ₹20 lakh.
  • New sports excellence centers will be opened in five universities.
  • "Mission Olympics 2036 Vijayi Bhava" launched to secure 36 medals in Olympics 2036, with a ₹20 crore provision.
