
According to the draft EV Policy 2.0, new CNG autorickshaw registrations will be prohibited from August 15, 2024. Additionally:
CNG auto permits will not be renewed after this date.
Existing CNG auto permits will be replaced only with e-auto permits.
All CNG autorickshaws over 10 years old must be converted to electric or retired.
This move is part of Delhi’s aggressive efforts to replace fossil-fuel vehicles and address rising air pollution levels.
Mandatory EV Transition for Garbage Vehicles
The draft mandates all garbage collection vehicles owned or leased by:
Municipal Corporation of Delhi (MCD)
New Delhi Municipal Council (NDMC)
Delhi Jal Board (DJB)
These fleets must transition to 100% electric vehicles by December 31, 2027, in a phased manner.
E-Buses for Public Transport
The policy recommends that all public transport buses under:
Delhi Transport Corporation (DTC)
Delhi Integrated Multi-Modal Transit System (DIMTS)
…should switch to electric buses for intra-city routes, and use BS VI-compliant vehicles only for inter-state operations. All new procurement will follow this framework once the policy is notified.
Private Car Owners and Electric Vehicles
Under the new recommendations:
Private car owners with two existing vehicles will be allowed to purchase only electric cars going forward.
This restriction will come into effect after official notification of the EV Policy 2.0.
Additional Measures and Timelines
Two-wheelers running on petrol, diesel, or CNG will be banned from August 15, 2026.
Three-wheeler goods carriers using non-electric fuel types will no longer be registered from August 15, 2025.
Officials noted that the policy is still awaiting cabinet approval, and some elements—especially regarding two-wheelers—may change before final notification.
Current Policy Extension and Goals
The existing EV policy expired on March 31, and has been extended by 15 days as the draft for EV Policy 2.0 nears finalization.
The overarching goal is to aggressively reduce fossil fuel usage across vehicle categories in Delhi, promoting clean mobility and reducing urban pollution.
