In a significant move to overhaul rural policing and improve law and order, the Bihar Government has officially defined the jurisdictions and allocated specific sub-divisions and police stations to 11 newly appointed Rural Superintendents of Police (Rural SPs).

This administrative restructuring spans major districts including Gaya, Bhagalpur, Darbhanga, and Purnea, aiming to bring senior-level police supervision closer to village communities.

The Core Strategy: Decentralizing Power

Traditionally, a single SP or SSP managed both urban and rural areas, often leading to a lack of focus on remote village crimes. By appointing dedicated Rural SPs and clearly demarcating their "territory," the Bihar Home Department aims to:

Reduce Response Time: Faster decision-making for incidents occurring in rural sub-divisions.

Direct Accountability: Each Rural SP is now directly responsible for the performance of specific police stations (Thanas) under their command.

Curb Organized Crime: Focused monitoring of rural land disputes and illegal sand mining, which are prevalent in these districts.

Key District Allocations

The notification outlines exactly which blocks and stations fall under the new officers:

Gaya: Given its vast geographical area and sensitive security profile, the Rural SP has been assigned several key rural sub-divisions, focusing on areas prone to extremist activities and pilgrimage routes.

Bhagalpur: The Rural SP will oversee the stations surrounding the main city hub, ensuring that the outskirts are not neglected during urban crises.

Darbhanga & Purnea: These districts, vital to the connectivity of North Bihar and the Seemanchal region, have had their rural stations mapped out to ensure better patrolling on state highways and border villages.

What Changes for the Public?

For common citizens in these rural areas, this means they no longer have to travel to the district headquarters (the main city) for high-level grievances. The Rural SP will operate closer to their regions, ensuring that station-level corruption is checked and FIRs are registered more efficiently.

A Step Toward Modern Policing

This move is part of a larger plan by the Nitish Kumar government to modernize the Bihar Police. By splitting the workload between City SPs and Rural SPs, the state is adopting a "Comissionerate-lite" model, even in districts that do not officially have a Commissioner system yet.
