In a major structural shift in the state's law enforcement philosophy, the Tamil Nadu government has launched "Spectrum"—a proactive, risk-based profiling and evaluation architecture designed to monitor individuals accused of sexual offences systematically.

The tracking framework comes on the heels of a high-level administrative review convened by newly sworn-in Chief Minister C. Joseph Vijay. Addressing a joint assembly of IAS and IPS officers, Chief Minister Vijay stated that women and child safety must remain an uncompromised priority. He directed state forces to fast-track investigations, prevent political interference, and execute strict preventive policing protocols to restore public faith in the state's criminal justice system.

What is the Spectrum Tracking Architecture?

The acronym stands for Sexual Offender Profiling, Evaluation, Classification, Tracking, Risk Assessment and Unified Monitoring System. Rather than treating all accused persons identically, the system utilises algorithmic risk modelling to separate dangerous, habitual predators from individuals involved in non-violent, minor, or contextual legal offences.

The initial rollout phase covers 10 southern districts—including high-reporting zones such as Madurai, Tirunelveli, Thoothukudi, and Kanniyakumari—and has already mapped 15,000 individuals who are currently out on bail or awaiting trial.

The 8 Color-Coded Categorisation Framework

The core engine of Spectrum divides the state-wide database into eight distinct colour tiers based on the severity of the offence and the probability of reoffending:

???? Red Category (Highest Risk): Reserved for individuals accused of gang rape, serial offences, and repeat violations under the Protection of Children from Sexual Offences (POCSO) Act. These individuals are placed under near-continuous surveillance.

???? Orange Category (Recidivists): Covers repeat molesters, chronic eve-teasers, and habitual street stalkers.

???? Blue Category (Cyber-Enabled): Tracks modern online crimes including digital grooming networks, sextortion syndicates, and cyber-stalking.

???? Purple Category (Platform Misuse): Specifically isolates extortion and crimes perpetrated by misusing location-based and same-sex dating applications.

Black Category (Organised Networks): Flags human trafficking cartels, commercial sexual exploitation rings, and institutionalised crime networks.

Silver Category (Juvenile Reform): Separates minors under the law, shifting the police response toward psychological counselling and home rehabilitation via legal guardians rather than purely punitive action.

Biometric Modernisation & Preventive Legal Clauses

To ensure high-precision tracking, the South Zone police have paired the Spectrum database with newly introduced Measurement Capturing Units (MCUs). Moving past standard ink finger-printing, field stations are actively building a digital repository that logs:

High-resolution multi-angle photographs

Iris scans and biometric palm prints

Accurate physical body dimensions

Statutory Restraints Under the BNSS

To prevent potential crimes before they occur, South Zone Inspector General Vijayendra Bidari confirmed that the force has started aggressively leveraging Section 126 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Legal Toolkit Application: Under Section 126 of the BNSS, local magistrates are legally bound to impose high-risk individuals listed in the Red and Orange categories, requiring them to execute peace and good-behaviour bonds. Furthermore, the state is monitoring their daily parole status and moving courts to cancel bail agreements if tracking data points to imminent recidivism.

The pilot deployment addresses sharp structural concerns raised in the Home Department's latest Policy Note, which logged a steep rise to 471 rape cases, 1,885 molestation reports, and 6,969 registered POCSO complaints in the state over the preceding year. If successful in lowering crime rates in the south, the system will be expanded statewide.
