Indore: The Madhya Pradesh High Court has issued guidelines for running school buses on the public interest litigations filed over the death of 4 innocent children in a speeding bus accident at Delhi Public School (DPS) in Indore in 2018. These guidelines include instructions to install GPS tracking systems and CCTV cameras in school buses and not to employ drivers who break traffic rules. Justice Vivek Rusia and Justice Binod Kumar Dwivedi of the Indore Bench of the High Court disposed of 6 public interest litigations related to the DPS bus accident on Wednesday.The
This bench of 2 judges underlined that there are no fixed rules and regulations for running school buses in the state. The High Court said that until the state government makes appropriate changes in the Madhya Pradesh Motor Vehicle Rules of 1994, the court is setting guidelines for the safety of children traveling in buses of private and government schools/colleges, coaching centers, sports academies, etc. According to the court’s guidelines, a GPS tracking system and CCTV cameras will be installed in every school bus so that the parents of the children can keep an eye on the vehicles through a mobile app.
These guidelines were issued regarding drivers.
According to the guidelines, vehicles older than 12 years will not be used as school buses, s and a ‘speed governor’ will be installed in every school bus. Rules have also been laid down for school bus drivers in the guidelines. It states that drivers who have been fined more than twice in a year fooffenseses such as violating the road’s ‘lane’ system and breaking traffic signals will not be employed to drive school buses.
A terrible accident happened on 5 January 2018
According to the guidelines, a driver who has been challenged even once for offenses like speeding, drunk driving, and dangerous driving will not be employed to drive a school bus and the school will have to take an affidavit from him in this regard. On the evening of January 5, 2018, the speeding DPS bus jumped over the divider, entered the parallel lane on the bypass road in the Kanada area of Indore, and collided with a truck coming from the front. The bus driver along with 4 school children aged between 6 to 13 years died in this horrific accident.
