In a move that will impact millions of consumers, the Uttar Pradesh government has approved a new excise policy for the 2026-27 financial year, leading to a significant hike in liquor prices across the state. Starting April 1, 2026, the cost of beer, country-made liquor, and Indian Made Foreign Liquor (IMFL) is set to rise.
Here is a breakdown of the price hikes and the reasons behind the cabinet’s decision:
1. The Price Increase Breakdown
Consumers can expect the following price adjustments at retail shops:
Country-made Liquor (Desi Shrab): Prices are expected to increase by ₹5 to ₹10 per quarter/bottle.
Beer: A hike of ₹10 to ₹20 per bottle/can is likely, depending on the brand and category.
Foreign Liquor (IMFL/English Liquor): Prices for premium and regular brands will see an increase ranging from ₹20 to ₹30 per bottle.
2. Why the Hike?
The Uttar Pradesh cabinet, chaired by Chief Minister Yogi Adityanath, cleared this proposal to meet ambitious revenue targets.
Revenue Goals: The state aims to collect over ₹60,000 crore from excise duty in the upcoming fiscal year.
Infrastructure & Development: The additional funds generated are earmarked for state-wide infrastructure projects and social welfare schemes.
License Fee Adjustment: The government has also increased the license fees for retail shops, model shops, and bars, which is being passed on to the end consumer.
3. Changes in Shop Timings and Rules
The new policy doesn't just change prices; it also introduces new operational guidelines:
Model Shops: The fees for drinking "on-site" at model shops have been revised.
Digital Tracking: To curb the sale of illegal or smuggled liquor from neighboring states (like Haryana or Delhi), the government is implementing a more robust track-and-trace system using QR codes on every bottle.
4. Impact on Boundary Districts
With these price hikes, there is a growing concern regarding "liquor smuggling" from Delhi and Haryana, where prices are traditionally lower. The UP Excise Department has directed officials in districts like Noida, Ghaziabad, and Baghpat to increase vigil at the borders to ensure residents don't purchase stock from outside the state.
