Lucknow fire incident: demolition order was given ten years ago, so who cancelled it in the LDA

A huge fire erupted in Aliganj, Lucknow, Uttar Pradesh, on Monday, killing 15 people and critically injuring nine. However, administrative decisions related to this building are now raising questions, as an LDA order of demolition has been given two months ago in 2016 and is canceled. The question is, for whose order the building order was canceled within the LDA? The LDA had previously ruled that this three-story illegal building, which was being used as an animation center, was illegal and gave an order to demolish it, but two months later the decision was canceled by canceling the order to demolish the building. In this incident, who canceled the LDA order to demolish the illegal construction building, questions have started to arise from officials to politicians.
Building number MS / 102 / D, in the D sector of the Aliganj Scheme, was initially allocated to Vijay Kumar, son of Rameshwar Sahay, on a hire-purchase basis through a lottery on 11 July 1980. Possession of the building was transferred to the allottee after signing the hire purchase agreement on 4 November 1980. In 2005, this building was registered under the names of Vijay Kumar and his wife Usha through a deed. On January 19, 2013, this building was sold by Virender Pratap Shukla and Surendra Pratap Shukla. In August 2014, LDA officially transferred the ownership of this building to Virendra and Surendra. Auto Map Scheme for the approx 1992 sq ft house was approved for residential purpose in this building on August 20, 2014.
The question is about the cancellation of the demolition order of the building
However, the illegal construction in this building came to light later. Based on the fact, Lucknow Development Authority had Case No. 08/2016 filed against Virendra Pratap Shukla. After this investigation, the Designated Authority on May 10, 2016 passed orders to demolish the illegal construction in this building. But within two months of giving the order to demolish the building, on July 5, 2016, this order was canceled. It is the owner who got this building constructed of illegal material in 2004 which had remained there for the last 12 years with a store and with all sorts of commercial activities and no government officer had an eye on it. When asked on the point of not having action for 12 years and for the cancellation of the demolition orders, officers kept turning their heads round and round and started denying everything.
An analysis of the LDA shows 30 officers including junior engineers, zonal officers and statutory officers were working in the area between 2014 and 2026, and everyone’s role is being reviewed.
Short circuit is the cause of fire in the building
The building had animals from a pet shop on the ground floor along with clinic, pet shop, and merchandise on the first floor whereas pets of the shop were on the ground floor and clinic was on the first floor, but the shop has brought items for sale on the ground floor whereas the first floor has Merchandise of the shop. Chief Fire Officer (CFO) Ankush Mittal said that the fire is likely due to a short circuit, though there has been no confirmation on this yet.
Financial assistance of five lakh rupees to the families of the victims
On this, the Chief Minister of Uttar Pradesh has given instructions to provide financial assistance of five lakh rupees to the victims of the accident and fifty thousand rupees to the seriously injured victims of the accident. Simultaneously, CM Yogi and Defense Minister Rajnath Singh, have reached the scene. Following the stern attitude of the CM, police have arrested four persons including the owner of the building.
