A comprehensive security detail will be in place for the visit, which includes a multi-tiered security arrangement for the inauguration of multi-infrastructure projects worth over ₹46,000 crore.

The Prime Minister of India plans to dedicate the 272 km Udhampur-Srinagar-Baramulla Rail Link (USBRL) to the public on 30 October 2023. This strategically important railway corridor will enable Kashmir to be connected through rail service to the rest of India throughout the year.

Alongside the rail infrastructure, other road development works to improve last mile and border connectivity will also be recen tly inaugurated by the PM. These new roadways are likely to improve access to remote and strategically important locations.

In the scope of other important announcements, the construction of the region’s first medical college has been sanctioned under the Shri Mata Vaishno Devi Institute of Medical Excellence with an allocated budget of ₹350 crores in Reasi district. This initiative will enhance the opportunities for receiving specialized medical education and healthcare services in J&K.

Ahead of the Union Territory visit, there has been an enhanced deployment of security personnel. Officers of the police, paramilitary, and other intelligence services are on high alert. Security drones as well as other modern surveillance equipment are being put in place and land borders are being reinforced with security grids to prevent unauthorized access or sabotage.

Other measures taken include intensifying domination, search operations and raids on suspected persons, or those believed to be associated with terrorists including Over Ground Workers. All the proposals drafted aim to ensure that the PM's visit is without incident.
