‘Those Who Play With Student’s Future Will Not Be Spared’: PM Modi Delivers Strong Warning in Late-Night Video Message

Late Thursday night, Prime Minister Narendra Modi released a self-recorded video message addressing the nation’s students and parents following the parliamentary passage of a crucial piece of legislation. Speaking directly to the widespread concerns surrounding recent examination controversies, PM Modi issued a stern warning: “Those who play with the future of the country's children will not be spared.”
The video message, posted on the social media platform ‘X’, came just hours after the Rajya Sabha cleared the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. The Lok Sabha had already passed the legislation on Wednesday, paving the way for it to become a strict law.
Zero Tolerance for Paper Leak Mafias
In his address, the Prime Minister acknowledged that the menace of paper leaks is not a new phenomenon, noting that both state and central governments have grappled with this issue for decades. However, he emphasised that the current situation requires unprecedented legal action.
"Every state government and every central government has faced the problem of paper leaks over the past several decades. Because of this, the future of our children has also been put at risk," PM Modi stated. He assured the public that the government is actively building a more transparent and trustworthy examination system. "No paper leak mafia, no gang involved in leaking question papers, and no group playing with the future of the country's children will be spared. There is also a need for stringent laws."
Key Measures Outlined by the PM
The Prime Minister highlighted that the government’s approach to reforming the education system is multi-pronged. He detailed several major steps already in motion to secure the examination process:
Establishment of Fast-Track Courts: To ensure swift justice and deter future offences.
Creation of Special Task Forces: Dedicated investigative units to dismantle organised cheating syndicates.
Technological Integration: Extensive use of secure technology to prevent breaches in the examination supply chain.
State-Level Cooperation: Incorporating constructive suggestions from various state governments to create a unified defence against leaks.
The New Legal Framework: Strict Punishments Ahead
The newly passed amendment Bill, which PM Modi championed in his message, introduces severe deterrents for those attempting to compromise the integrity of public exams. Once signed into law, individuals involved in unfair means or paper leaks will face a minimum of five years to a maximum of 10 years in prison, along with a fine of up to ₹50 lakh. For organised crime syndicates orchestrating these leaks, the law proposes a minimum sentence of seven years and a massive fine of up to ₹10 crore.

Calling the passage of the Bill an important milestone, PM Modi concluded his message by urging the youth to collaborate with the government. "Our work will continue. We will not allow such a situation to continue for long," he promised, inviting citizens to work shoulder-to-shoulder to realise the dream of a developed India.
