Grape-4 will remain in force in Delhi till Monday, know what instructions the Supreme Court gave to the state governments and CAQM

While hearing the matter of pollution in Delhi, the Supreme Court said that the provisions of Grape-4 will remain in force till Monday. However, schools have been exempted from this. During the hearing, the court also directed the governments of the states connected to Delhi NCR and the Air Quality Management Commission (CAQM) to take necessary steps. The Supreme Court said that except for schools, the measures of Grape-IV will continue till Monday (December 2). Meanwhile, CAQM (Commission on Air Quality Management) has been asked to hold a meeting and give suggestions about moving from Grape-IV to Grape-III or Grape-II.

Regarding the governments of the states included in Delhi NCR, the court said that a complaint has been brought before us that the officials are advising the farmers to burn stubble after 4 pm. If this is true then it is serious. State governments should tell their officials to avoid such activities.

Instructions to expedite action

CAQM told the court that after the implementation of GRAP-IV in Delhi, CAQM has issued notices to Delhi Police Commissioner, Special Commissioner of Traffic, Additional Chief Secretary, Transport Commissioner, and Commissioner MCD and sought their reply regarding the entry of trucks. On this, the court said to expedite the action.

Delhi’s air in ‘very poor’ category 

The pollution level in Delhi increased slightly on Thursday morning and the air quality reached the ‘very poor’ category. According to the data of the Central Pollution Control Board (CPCB), Delhi’s Air Quality Index (AQI) was recorded at 313 at 9 am, while it was 301 at 9 am on Wednesday. A thick layer of smog engulfed the national capital. AQI between zero to 50 is considered ‘good’, between 51 to 100 ‘satisfactory’, between 101 to 200 ‘moderate’, between 201 to 300 ‘bad’, between 301 to 400 ‘very poor’ and between 401 to 500 AQI is considered in the ‘severe’ category. According to the data of CPCB, none of the 38 monitoring centers recording air quality data reported the AQI level in the severe category.

On what basis are the GRAP stages applicable

Different stages of GRAP are implemented based on the condition of air pollution in Delhi. The first stage of GRAP is implemented when the AQI level crosses 200. The second stage is implemented when it crosses 300 and the third stage is implemented when it crosses 400. The fourth stage of GRAP is implemented when the AQI crosses 450. The restrictions increase with each stage of GRAP. Currently, Delhi’s AQI is close to 300. In such a situation, the implementation of the second or third stage of GRAP is being considered.
