As the 2026 Assam Assembly elections reach a fever pitch, Chief Minister Himanta Biswa Sarma has made a massive policy announcement. Following the release of the BJP's "Sankalp Patra" (Manifesto), the CM declared that the Uniform Civil Code (UCC) will be implemented in the state within just 90 days if the party returns to power for a third consecutive term.

This move follows in the footsteps of Uttarakhand and Gujarat, positioning Assam as the next major state to adopt a unified legal framework for personal matters.

The 3-Month Countdown: BJP’s Bold Timeline

Addressing the media and public rallies, CM Sarma emphasized that the ground work for the UCC is already in motion. "We are not here to delay. If the people of Assam give us the mandate, the UCC will be a reality within three months of the government formation," Sarma stated.

Union Home Minister Amit Shah, also campaigning in the state, reinforced this by highlighting that the UCC's primary goal in Assam is to bring uniformity in civil laws and officially ban the practice of polygamy.

Key Highlights of the Assam UCC Proposal

Unlike a "one-size-fits-all" approach, the Assam version of the UCC has specific nuances tailored to the state’s unique social fabric:

Exclusion of Tribal Communities: To protect indigenous traditions, the UCC will not apply to areas under the Sixth Schedule of the Constitution or to Scheduled Tribe (ST) communities.

Ban on Polygamy: A central pillar of the legislation is the criminalization of multiple marriages, a move aimed at social reform and women’s empowerment.

Check on "Love Jihad": The manifesto also links the UCC with stricter laws against forced religious conversions through marriage.

What Else is in the BJP 'Sankalp Patra'?

Beyond the UCC, the BJP has laid out 31 major promises to transform Assam into a "Secure and Developed" state:

Orunodoi 3.0: Monthly financial aid for women increased to ₹3,000.

Lakhpati Didis: A goal to create 40 lakh women entrepreneurs with financial support.

Employment: 2 lakh additional government and private sector jobs in 5 years.

Infrastructure: A massive ₹5 lakh crore investment plan to make Assam India’s "Eastern Gateway."

Flood-Free Assam: An initial outlay of ₹18,000 crore to tackle the perennial Brahmaputra floods.

The Political Battleground

With the polling scheduled for April 9, 2026, and results on May 4, the UCC has become the focal point of the electoral battle. While the BJP is pitching it as a tool for "indigenous identity and social reform," the opposition Congress has countered with its own "Five Guarantees," including ₹25 lakh health cover and justice for local icons.
