This response came after a Pakistani Prime Minister's aide, Rana Ihsaan Afzal, claimed that India’s stance may encourage China to reduce water flow through the Brahmaputra into India.

In response on X, Sarma pointed out India’s dominant share in the Brahmaputra total flow. He noted India’s share is between 65% and 70% due to the rainfall the region and its tributaries provide, emphasizing India’s control over upstream tributaries.

A Response to Pakistan’s New Scare Narrative
After India decisively moved away from the outdated Indus Waters Treaty, Pakistan is now spinning another manufactured threat:
“What if China stops the Brahmaputra’s water to India?”…
The remaining flow of the river from the Chinese area, roughly 30%-35%, sourced from glacier melt and rainfall in Tibet does not support complete upstream control scenario by China and renders the assumption futile.

Sarma went further to say that should China choose to reduce the water flow — a scenario that has never been explicitly posed — it could help relieve some of the floods that devastate infrastructure and displace thousands in Assam on a yearly basis.
He juxtaposed this with Pakistan’s persistent supremacy under the Indus Waters Treaty, which he claims offered over 70 years of unequal water distribution. The treaty’s dissolution by India post the Pahalgam terrorist incident alters India’s position on bilateral hydrodiplomatic relations profoundly.
