In a significant move to bridge the gap between infrastructure maintenance and rural employment, the Uttar Pradesh government has announced a novel initiative under the Jal Jeevan Mission. To ensure that the "Har Ghar Jal" (Water to Every Household) scheme remains sustainable, the state is set to deploy "Tap Water Friends" (Nal Jal Mitra) in every village.
This scheme is being hailed as a double-win: it secures the state’s massive water infrastructure while providing a steady source of income for local rural youth.
What is the "Nal Jal Mitra" Initiative?
As thousands of villages across UP now have functional tap water connections, the challenge has shifted from "construction" to "maintenance." Leakages, motor failures, and pipe bursts often leave villagers without water for days. The Nal Jal Mitra will be the local "first responders" for these issues.
Key Highlights of the Program:
Local Employment: One to two youths from each village (depending on the population) will be selected and trained.
Skill Development: These individuals will undergo specialized training in plumbing, electrical work, and motor mechanics.
On-the-Spot Solutions: Instead of waiting for technicians from the city, these "friends" will be equipped to fix local water supply issues immediately.
Digital Monitoring: They will also be responsible for reporting the status of water supply and quality through a dedicated mobile app.

Sustainable Income: For thousands of rural youths who often migrate to cities for low-paying jobs, this offers a chance to earn a dignified living within their own community.
Accountability: Since the "Tap Water Friend" belongs to the same village, there is a higher sense of accountability. If the water stops, they are the ones the neighbors will look to.
Infrastructure Longevity: Millions of crores have been spent on laying pipes; having a dedicated maintenance person ensures these assets don't go to waste due to minor technical glitches.
Empowering the "Gram Panchayats"
The scheme also strengthens the role of the Gram Panchayats. The "Nal Jal Mitras" will work closely with the village water committees (Paani Samitis), ensuring that the management of water traditionally a community resource stays in the hands of the community.
