Yogi Govt Rolls Out First-Ever Transfer Policy in 20 Years
In a landmark administrative decision delivering monumental relief to tens of thousands of healthcare professionals, the Uttar Pradesh government has officially notified a comprehensive transfer policy for contractual workers under the National Health Mission (NHM). Announced nearly two decades after the program's inception, the initiative enables roughly 85,000 contract employees who have completed at least three years of continuous service to apply for inter-district transfers across Uttar Pradesh.
Application Window and Online Submission Details
Formally released by NHM Director Dr. Pinky Jowal, the policy addresses a demand pending since the launch of the National Rural Health Mission (NRHM) in 2005 and its subsequent merger with NUHM:
Application Window: Eligible candidates can submit their requests online via the Human Resource Portal from October 3 to October 14, 2026.
District Preferences: Applicants can select up to three destination districts, with choosing at least one being mandatory.
Quota and Verification: A maximum cap of 10 percent of contractual workers per cadre will be considered for relocation based on vacant posts and mutual consent agreements. The Chief Medical Officer (CMO) of the respective home district will verify credentials and recommend applications.
Eligibility Criteria and Key Priorities for Transfers
The policy establishes clear benchmarks to ensure compassionate and balanced deployment across all 75 districts:
Exclusion Clause: Contractual personnel who have availed 180 days or more of unpaid leave during their three-year service tenure are not eligible.
Priority Beneficiaries: Top preference will be accorded to personnel with disabilities, individuals suffering from critical illnesses, those currently serving in aspirational districts or blocks, widowed or divorced women with minor children, and caregivers of severely ill dependent parents or parents-in-law.
Spouse and Mutual Transfers: Priority will also cover employees whose spouses are actively employed in government service, NHM, or the Central Armed Police Forces, alongside expedited processing for mutual transfer pairs.
Mandatory Relocation for Management Unit Personnel
The policy also mandates regular administrative reshuffles for management professionals posted at district and block levels:
Covered Positions: Roles including District Programme Manager (DPM), District Community Process Manager (DCPM), District Accounts Manager (DAM), Block Programme Manager (BPM), Block Community Process Manager (BCPM), and Block Accounts Manager (BAM).
Five-Year Service Cap: Personnel serving in these specific administrative cadres who have completed more than five consecutive years in a single district will be transferred to another district.
Welcoming the move, Yogendra Upadhyay, state president of the United National Health Mission Employees Union, stated that the landmark notification resolves a 20-year wait and provides immense relief to healthcare personnel stationed hundreds of kilometers away from their native families.
