In a landmark decision aimed at transforming labor welfare and workforce management, Uttar Pradesh Chief Minister Yogi Adityanath has officially launched the Uttar Pradesh Outsource Service Corporation (UPCOS). Unveiling the official portal, website, and logo in Lucknow, the state government has established a robust mechanism to protect thousands of outsourced personnel from arbitrary exploitation, unfair dismissals, and payment delays. Local implementation of the initiative was marked by a special district-level program in Kannauj, where authorities highlighted how the corporation will bring unprecedented transparency, accountability, and financial security to contractual workers across various government departments and institutions.

Ending Arbitrary Firings and Protecting Employee Rights

One of the most revolutionary aspects of the newly established UPCOS framework is the strict legal shield it places around outsourced workforce employment stability. Under the updated regulations, no private outsourcing agency or contractor will possess the unilateral authority to fire employees at will. Any proposed termination now mandates formal prior permission from the government, which will initiate a thorough, objective investigation into the matter. Officials confirmed that if allegations against an employee are proven false, summary dismissal will be barred, effectively eradicating systemic harassment and job insecurity for contractual personnel.

Comprehensive Benefits: Timely Salaries, ₹50 Lakh Insurance, and Education Grants

Beyond job protection, UPCOS is designed to overhaul the financial and social security safety nets for outsourced staff. To solve chronic wage delays, a special Memorandum of Understanding (MoU) has been finalized with the State Bank to guarantee timely honorarium disbursements directly to workers. Furthermore, the comprehensive welfare package includes robust accident insurance coverage ranging between ₹20 lakh and ₹50 lakh, alongside full access to the Ayushman Bharat health scheme. Addressing long-term family stability, the corporation has also introduced dedicated educational support provisions, allocating financial assistance of ₹8 lakh for the education of a worker's son and ₹10 lakh for a daughter.
