UP Government Upgrades 'Balvatika' Centers With 10 New Facilities

Under the visionary leadership of Uttar Pradesh Chief Minister Yogi Adityanath, the state government is taking monumental steps to fortify the foundational education of children aged 3 to 6 years through the comprehensive expansion of 'Balvatikas' across the state. Aligned with the strategic guidelines of the National Education Policy (NEP) 2020, these early childhood centers are designed to accelerate holistic child development—encompassing physical, cognitive, socio-emotional, moral, and cultural growth—while fostering early language, literacy, and numeracy skills. By utilizing structured play and activity-based learning methodologies, the initiative ensures that young children are exceptionally well-prepared for formal education when they transition into Class 1. Detailed operational guidelines have been formally issued by Additional Chief Secretary of Basic and Secondary Education, Parth Sarathi Sen Sharma, to all Divisional Commissioners, District Magistrates, DIET Principals, District Basic Education Officers, and District Program Officers.
10 Major Facilities and Creative Learning Corners in Upgraded Balvatikas
To create a vibrant, safe, and stimulating environment, Anganwadi centers located within school premises are being transformed into fully functional Balvatikas equipped with ten major infrastructural and educational amenities. These centers will host a structured, minimum three-hour daily activity program conducted collaboratively by Anganwadi workers and ECCE educators or pre-primary nodal teachers, strictly adhering to competency-based activity calendars. Each Balvatika will feature dedicated learning zones—including block corners, book corners, art and craft stations, and performance or drama stages. Classrooms will incorporate SCERT-approved educational resources such as "Chahak-1, 2, 3," "Kadam," and "Kalankur," alongside age-appropriate exercise books, worksheets, child-friendly furniture, teaching-learning materials (TLM), print-rich environments, play materials, and specialized "Wonder Boxes." Furthermore, centers will provide safe outdoor play areas, child-friendly handwash units, and sanitized toilet facilities, while ensuring that comprehensive student progress reports are shared with parents at least twice a year.
Robust Inter-Departmental Monitoring, 100% Enrollment, and Seamless Coordination
To guarantee the effective execution and long-term sustainability of the Balvatika initiative, strict administrative monitoring protocols have been established from enrollment to school transfer. Authorities are tasked with ensuring 100 percent enrollment and a minimum 70 percent attendance rate for children aged 3 to 6 residing within the service area of co-located Anganwadi centers through close coordination between headmasters, Anganwadi workers, Asha workers, supervisors, and Block Education Officers. District-level ECCE core groups—comprising Nipun/Training coordinators, SRG, DIET representatives, ARP, teacher cluster members, and Child Development Project Officers—will oversee operations, including relocating Anganwadi centers operating outside school premises within a 200-meter radius directly onto school grounds. This robust inter-departmental framework ensures optimized resource allocation, capacity building, supportive supervision, and prompt problem-resolution across all state Balvatikas.
