UP Cabinet Clears Mega PPP Hub to Create 1 Lakh Jobs

Post

In a landmark policy decision aimed at transforming Uttar Pradesh into a premier global hub for advanced robotics manufacturing and frontier artificial intelligence, the Uttar Pradesh Cabinet chaired by Chief Minister Yogi Adityanath approved the establishment of the 'PRAGATI' Robotics and AI Park in Greater Noida on Tuesday, October 27, 2026. Acronymed for 'Platform for Robotics and AI Growth through Technology and Innovation', the mega ecosystem will span approximately 69.52 acres of prime industrial land in Gautam Buddha Nagar. Presenting the project details, state Finance Minister Suresh Kumar Khanna announced that the high-tech enclave is engineered to foster indigenous deep-tech manufacturing, attract global hardware and software investments, provide shared compute infrastructure to startups, and generate over one lakh direct and indirect employment opportunities for skilled youth while infusing an estimated annual Gross Value Addition (GVA) of ₹2,000 crore into the state economy.

Two-Zone Masterplan: PPP Special Purpose Vehicle to Drive Fast-Track Development

The architectural and operational layout of the 69.52-acre park has been divided into two distinct zones under an innovative public-private partnership (PPP) structure:

Zone 1 Dedicated Core (8 Acres): Earmarked for core common infrastructure, research facilities, and administrative hubs, Zone 1 will be developed and managed through a Special Purpose Vehicle (SPV) formed on the PPP model. The Greater Noida Industrial Development Authority (GNIDA) will retain a 26 percent equity stake, with the remaining 74 percent held by the competitively selected private industrial partner.

Zone 2 Private Enterprise Expansion (61.52 Acres): The expansive outer belt of 61.52 acres is exclusively reserved for private tech corporations, Original Equipment Manufacturers (OEMs), and ancillary component units to build dedicated manufacturing plants. The state government carries zero capital liability for Zone 2 developments.

36 to 48-Month Rollout Mandate: The selected industrial partner will be chosen through a transparent Quality-Based Selection Process (QBS). Following SPV incorporation, lease deed execution, and site handover, commercial operations across Zone 1 must commence within 36 months, extendable to a maximum of 48 months under the oversight of a state monitoring committee.

Structured Financial Support: ₹126.2 Crore Interest-Free Loan and Equity Backing

The state administration and local industrial authorities have established a robust financing and viability framework to guarantee project execution:

GNIDA Equity Contribution: The Greater Noida Authority will inject an equity contribution of ₹21.1 crore (₹211 million) into the SPV for Zone 1 development.

30-Year Interest-Free State Loan: The Uttar Pradesh government will disburse a long-term interest-free loan of ₹126.2 crore (₹1,262 million) with a 30-year maturity period to finance shared technical facilities.

Land Lease Premium Reimbursement: The land lease premium for the initial eight acres will be reimbursed directly to GNIDA through the Department of IT and Electronics as per established state promotion policies.

Self-Sustaining Revenue Mechanism: In Zone 2, a five percent service charge on revenues collected from land allotment development fees will be remitted to the SPV (plus applicable GST) to manage ongoing park operations and utilities.

Shared High-End Compute and Prototyping: Testing, CE/UL Certifications on Single Campus

PRAGATI Robotics Park resolves major capital expenditure bottlenecks for homegrown robotics and AI startups by providing institutional-grade infrastructure under one roof:

GPU Compute and Data Labs: The integrated campus will house shared high-performance GPU compute clusters, motion-capture studios, and advanced machine-learning data testing laboratories available to tech founders at subsidized rates.

Rapid Prototyping Facilities: Hardware startups will access rapid prototyping bays, precision tooling machinery, and industrial 3D printing equipment to transition from digital blueprints to physical prototypes swiftly.

Global Certification Hub: The facility will feature a dedicated robotics testing and CE/UL compliance certification centre, allowing domestic manufacturers to validate safety and hardware standards locally for friction-free global exports.

Slashing Import Reliance: Empowering Domestic Supply Chains and Technical Youth

The state-of-the-art facility directly supports India's self-reliance mandate across precision robotics, healthcare automation, and logistics:

Boosting Indigenous Manufacturing: Establishing localized production units will sharply curtail the domestic industry's heavy dependence on imported robotic arms, automation sensors, and specialized components.

Massive Job Creation for Engineering Graduates: The project will create over 1,00,000 direct and indirect jobs spanning robotics engineering, AI algorithms, mechatronics, quality inspection, testing, and allied manufacturing supply chains.

Annual Economic Impact of ₹2,000 Crore: Upon achieving full operational scale across both zones, the hub will inject roughly ₹2,000 crore in annual Gross Value Addition, solidifying Greater Noida's stature as the tech-manufacturing capital of North India.
