Originally inaugurated by Transport Minister Dayashankar Singh on June 30, the facility's operational capacity has now been scaled up from 150 candidates to between 250 and 300 applicants per day to manage the anticipated rush. For permanent DL evaluations, the facility features a specialized figure-eight testing track equipped with advanced electronic sensors. If a driver makes an error, touches a barrier, or fails to complete the course within the stipulated window, the sensors will immediately trigger a beep, recording an automatic test failure.

Residents looking to secure a permanent driving licence must first book their online slots and report directly to either the Transport Nagar or Deva Road ARTO office for initial document scrutiny and biometric verification. Once these foundational checks are completed, applicants must travel to the Udet Kheda Munda testing facility. The center is situated approximately 12 kilometers away from Transport Nagar via the Nadarganj Industrial Area and about 20 kilometers via the Kanpur Road Kisan Path, ensuring designated connectivity for regional vehicle owners.
