Lucknow’s Iconic JPNIC Handed Over to Private Sector on 30-Year Lease: Yogi Cabinet Approves Mega Project Revival

The Uttar Pradesh cabinet, chaired by Chief Minister Yogi Adityanath, has officially approved a major proposal to hand over Lucknow’s prominent Jai Prakash Narayan International Centre (JPNIC) in Gomti Nagar to private hands on a 30-year lease. Originally constructed during the previous Akhilesh Yadav administration, the long-stalled ambitious project is now set for a complete operational revival through public-private partnership.
30-Year Lease Agreement and Financial Terms
During Tuesday's high-level cabinet meeting, the proposal to lease JPNIC to Vrindavan Bottlers Private Limited and Rockwood Hotels and Resorts Private Limited was granted formal approval.
Annual Lease Revenue: The operating company will pay an initial annual lease rent of ₹6 crore to the Lucknow Development Authority (LDA), with a compounding 5 percent annual increase.
Repayment and Guarantees: Finance Minister Suresh Kumar Khanna announced that the selected operator will provide a ₹25 crore performance guarantee alongside an advance payment of ₹10.11 crore. Over the 30-year lease period, the LDA will repay the state government approximately ₹857 crore (including interest) against the total project expenditure of ₹821.74 crore.
Contract Extension: The operational contract includes provisions for future extensions of 30 and 25 years based on performance consensus.
State Access and Public Facilities
Despite being operated by private entities, the state administration has retained certain public rights. JPNIC will be made available free of charge to the government for 50 days each year to host official state events.
Furthermore, the expansive multi-facility complex—which houses an auditorium, a world-class convention center, modern multipurpose sports courts, and multi-level parking—will open its high-end athletic infrastructure to the general public at affordable rates. Following the dissolution of the previously formed three-tier governing society and the transfer of management to the LDA, this landmark move paves the way for JPNIC to transform into a vibrant commercial, sports, and cultural hub in Lucknow.
