The long-awaited moment for hundreds of thousands of outsourced personnel working across state government departments and public corporations in Uttar Pradesh is finally here. Chief Minister Yogi Adityanath is scheduled to formally launch the portal and official logo of the newly established Uttar Pradesh Outsourced Services Corporation, while also announcing a comprehensive structure for increased honorariums and welfare benefits.
Historic Launch Event at Lok Bhavan
The much-anticipated official launch event will take place on Wednesday at 11:00 AM in the prestigious Lok Bhavan auditorium in Lucknow. To ensure maximum participation and inclusivity, the state government has arranged a live broadcast of the program across all districts. Divisional Commissioners and District Magistrates have received formal instructions from Amrita Soni, Managing Director of the Outsourced Services Corporation, to facilitate the active virtual joining of outsourced personnel stationed throughout the state.
According to Manish Chauhan, Principal Secretary of the Secretariat Administration Department, Chief Minister Yogi Adityanath will also inaugurate the physical corporate office of the Outsourced Services Corporation, located in the Pickup Building, earlier that morning. Official departmental tallies currently indicate that approximately 2.70 lakh outsourced personnel are actively serving across various government departments, a figure projected to rise further as additional corporations integrate their workforce into the centralized database.
Streamlined Recruitment and Protection Against Exploitation
The formal establishment of the Outsourced Services Corporation—which originally received Cabinet approval on September 2, 2025, followed by official government orders later that month—marks a massive structural reform. Incorporated as a non-profit public limited company under the Companies Act, 2013, the corporation aims to completely eradicate systemic exploitation, arbitrary deductions, and payment delays that have historically plagued contract labor.
Following the portal's live launch, government departments will seamlessly process all requisitions for outsourcing recruitment through the digital platform. Simultaneously, the registration process for verified manpower supply agencies will commence immediately. A key mandate of the new framework guarantees that all registered outsourced employees receive their fixed monthly honorariums by the 5th of every single month without fail.
Standardized Pay Categories and Comprehensive Social Security
To bring financial transparency and dignity to contract employment, the state government has structured outsourced recruitment into four distinct remuneration categories, backed by strong social safety nets:
Category 1 Positions: Fixed monthly honorarium of ₹40,000.
Category 2 Positions: Fixed monthly honorarium of ₹25,000.
Category 3 Positions: Fixed monthly honorarium of ₹22,000.
Category 4 Positions: Fixed monthly honorarium of ₹20,000.
Beyond standardized salaries, the corporation ensures that every registered outsourced worker receives comprehensive social security coverage. Personnel will now automatically qualify for mandatory Employee State Insurance Corporation (ESIC) benefits, Employee Provident Fund (EPF) contributions, and comprehensive medical insurance, shielding vulnerable families from financial emergencies and setting a benchmark for labor welfare nationwide.
