The strategic proposal received formal in-principle approval during the 149th meeting of the PPP Appraisal Committee, with the comprehensive tender and bidding process slated to commence shortly. By grouping these three vital aviation hubs into a unified network, the government aims to channel approximately Rs 2,467 crore in private investment to upgrade regional infrastructure and create an integrated aerial corridor for international pilgrims visiting sacred Buddhist sites.

The ambitious clustering of Varanasi, Gaya, and Kushinagar is designed to offer international devotees from Buddhist-majority nations a continuous, hassle-free pilgrimage experience in a single trip. Each airport will serve a complementary strategic function within the tourism ecosystem: Varanasi will act as the primary gateway owing to its extensive domestic and international connectivity, Gaya will leverage its established status as a pilgrimage focal point in Bodhgaya, and Kushinagar—where Lord Buddha attained Mahaparinirvana—is poised for a major economic and operational revival. Following a period of inactivity since 2023, the integration is expected to breathe new life into Kushinagar International Airport, transforming it into a central hub that catalyzes the broader hospitality and tourism economy across Uttar Pradesh's Purvanchal region.

The spiritual architecture of this aviation initiative bridges the most sacred chapters of Buddhism: enlightenment in Bodhgaya, the first sermon at Sarnath in Varanasi, and final liberation in Kushinagar. Ever since Kushinagar International Airport welcomed its inaugural international flight from Sri Lanka in 2021, the vision has been to connect historical nodes like Lumbini, Sarnath, and Shravasti.
