Cabinet Clears Developer Selection for 4 Major Link Expressways
In a massive push to cement Uttar Pradesh’s status as the infrastructure powerhouse of the country, the state cabinet has formally cleared the selection of leading infrastructure developers for four high-speed link expressway projects. Spearheaded by the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), the network expansion involves an estimated capital expenditure of ₹17,542.06 crore. Executed entirely under the Engineering, Procurement, and Construction (EPC) turnkey model, the strategic corridors are engineered to unlock regional economic belts, enhance connectivity between Western and Eastern Uttar Pradesh, and provide seamless logistics transit to the upcoming Noida International Airport at Jewar.
Winning Bidders Finalized: Check Developer Allocations Across Key Packages
Following comprehensive technical evaluations and price bid openings, the state cabinet approved the allocation of execution contracts to top-tier construction firms:
Farrukhabad Link Expressway: Package-1 has been awarded to international firm LLC Volgodorstroy, while Package-2 will be developed by prominent infrastructure player Apco Infratech Private Limited.
Agra-Lucknow to Purvanchal Link Expressway: Dineshchandra R Agarwal Infracon Private Limited has been selected to construct the crucial bypass connector linking the state's two primary east-west arteries.
Jhansi Link Expressway: Package-1 will be executed by MKC Infrastructure Limited, with the second package awarded to LLC Volgodorstroy to fast-track freight access across the Bundelkhand corridor.
Jewar Link Expressway: Leading EPC conglomerate Afcons Infrastructure Limited has secured the development mandate for Package-1, while KCC Buildcon Private Limited will construct Package-2 to provide dedicated expressway connectivity directly into the Jewar airport hub.
Transforming Regional Mobility: East-West Integration and Airport Freight Links
The four greenfield link corridors address critical transit gaps across the state's expanding arterial road grid:
Bridging East and West: The strategic interchange route connecting the Agra-Lucknow Expressway with the Purvanchal Expressway will enable seamless, signal-free vehicular movement from Delhi-NCR straight to Ghazipur and the Bihar border, bypassing urban bottlenecks around Lucknow.
Economic Boost for Bundelkhand and Central UP: The dedicated link spurs to Farrukhabad and Jhansi will connect key agricultural mandis, defense manufacturing nodes, and brassware industrial centers directly into the high-speed transit network.
Gateway to Noida International Airport: The Jewar Link Expressway establishes dedicated high-capacity freight transit linking regional manufacturing hubs and multi-modal logistics parks with the airport ecosystem.
Expanding Highway Footprint: With five expressways fully operational and eight additional corridors under active planning and execution, Uttar Pradesh continues to operate the largest contiguous expressway system in the country.
UPEIDA Clarifies Pricing Variations: Competitive Scrutiny on Financial Bids
The state agency addressed industry queries regarding financial bid quotations submitted by participating engineering consortiums:
Bids Below Estimated Benchmark: Official scrutiny of financial submissions revealed that winning bids across most packages—excluding the Agra-Lucknow to Purvanchal link—settled between 0.26 percent and 4.0 percent below the baseline administrative cost estimates.
Five Percent Premium on Key Link: For the complex interchange link connecting the Agra-Lucknow and Purvanchal corridors, the lowest competitive quotation came in five percent above the original departmental estimate.
Official UPEIDA Clarification: The development authority placed on record that the selection of the lowest bidder (L1) was ratified following rigorous technical negotiations and procedural scrutiny to ensure uncompromised construction quality and structural adherence to project deadlines.
