An official investigation spearheaded by a high-powered committee under the Divisional Commissioner has revealed that real estate developer Ansal API illegally sold approximately 173 hectares of government and village community (gram sabha) land within the sprawling Sushant Golf City mega township project without requisite permissions or completing statutory legal processes.
How 173 Hectares of Public Land Was Illegally Plotted and Sold
The inquiry report submitted to authorities detailed glaring violations in land plotting, reclamation, and transfers across the high-profile township:
Unreclaimed Land Disposed: Approximately 85 hectares of land was never reclaimed by the builder, yet plots were carved out, sold, and handed over to third parties.
Absence of Lease Deeds: Another 88 hectares of reclaimed village community land was actively plotted, sold, and possessed without formal lease deed executions.
Billions in Valuation: In total, roughly 173 hectares of valuable public land was monetized unlawfully, generating illicit transactions running into billions of rupees without administrative approvals.

The probe also exposed widespread fraud and deception committed against thousands of innocent homebuyers who invested their life savings into the project:
Widespread Police Complaints: A staggering 252 FIRs have been formally registered against Ansal API, with the committee issuing stern directions to pursue every criminal complaint to its logical conclusion.
Forensic Audit Unearths Irregularities: A comprehensive forensic audit commissioned by the Divisional Commissioner confirmed severe financial diversions and institutional cheating of property buyers.
Bureaucratic Complicity Under Scanner: The inquiry directed that accountability be fixed on negligent officials across multiple administrative bodies, with disciplinary proceedings set to target current and former officials of the Lucknow Development Authority (LDA).
LDA to Claim Liabilities at NCLT and Divide Township into 3 Zones
To safeguard homebuyer interests and clear the legal deadlock, the Lucknow Development Authority is moving swiftly to take operational control:
NCLT Proceedings and Takeover: Citing earlier National Company Law Tribunal (NCLT) orders, the signed Memorandum of Understanding (MoU), and Clause 15 of the agreement regarding township takeovers following state funding, the LDA is proceeding to claim the builder's full liability before the tribunal. A specialized transaction advisor will evaluate the ground reality to frame a comprehensive execution plan.
Three-Phase Resolution Framework: The unfinished township will be trifurcated into three distinct management segments: Part A will encompass fully developed sectors where the LDA has already cleared the layout; Part B will cover semi-developed areas; and Part C will address semi-constructed zones that were previously missing from the 2022 Detailed Project Report (DPR).
Infrastructure Upgrades: Layout amendments, review of completion certificates, and holistic integration of vital civic infrastructure—such as Sewage Treatment Plants (STP), electricity supply grids, and public amenities—will be executed systematically to restore standard living conditions across the project.
