AMU Student Union Elections: Campaign Spending Limit Quadrupled to ₹20,000 for Nov 5 Polls

Post

In a significant administrative reform aimed at modernizing campus democracy, Aligarh Muslim University (AMU) has formally notified a substantial increase in election expenditure limits for candidates contesting the upcoming Aligarh Muslim University Students' Union (AMUSU) elections scheduled for November 5, 2026. Under the revised framework implemented for the very first time this session, candidates running for key office-bearer posts—including President, Vice President, and Honorary Secretary—can spend up to ₹20,000 on campaign outreach, up from the historical ceiling of ₹5,000. Meanwhile, candidates contesting executive cabinet memberships have been granted an expenditure ceiling of ₹10,000. Chief Election Officer Professor Javed Talib confirmed that while the financial ceiling has been expanded to accommodate rising logistical costs, stringent codes of conduct against printed materials, loudspeakers, vehicular convoys, and external political financing remain strictly enforced.

Why AMU Revised Campaign Spending: Committee Recommendations Implemented After 2018 Demand

The upward revision addresses longstanding logistical hurdles faced by student aspirants navigating expansive university constituencies:

Addressing Ground Realities: The original ₹5,000 cap established under earlier frameworks had become severely insufficient to cover essential campaign logistics, personal voter interaction, and hand-crafted promotional collaterals across the university's large campus.

Student-Driven Push: Following demands submitted by student delegations post-2018 polls, university authorities formed a dedicated review committee that formulated structural amendments to the AMU election statute in 2019, which now see practical execution in this active election cycle.

Prohibition on Outside Funding: Chief Election Officer Prof. Javed Talib underscored that the quadrupled limit permits candidates to rely strictly on voluntary, small-ticket student donations; financing sourced from commercial sponsors or external political parties remains completely outlawed.

Strict Code of Conduct: Printed Posters, Loudspeakers, and Vehicular Rallies Banned

To preserve institutional decorum, prevent communal friction, and maintain environmental standards, AMU has enacted strict campaigning guardrails:

Total Ban on Printed Collateral: Candidates are strictly barred from printing promotional posters, pamphlets, flex banners, or mass flyers. Campaign teams may solely utilize handmade posters created within the stipulated spending caps.

Designated Campus Zones Only: Handmade posters can only be displayed on select university notice boards and designated campus spaces notified in advance by the election commission.

Prohibition on Noise, Vehicles, and Animals: The administration has banned the deployment of loudspeakers, megaphones, motor vehicle rallies, roadshows, and the use of animals for canvassing purposes.

No External Outreach: Organizing rallies, processions, or distributing campaign literature outside the university perimeter is entirely forbidden.

Zero Tolerance for Hate Speech: Any attempt to stoke hostility or aggravate tension along religious, caste, linguistic, or regional lines will result in immediate disqualification, suspension of campaigning privileges, or severe administrative fines.

Dedicated Grievance Redressal: A specialized grievance cell has been instituted to review expenditure ledgers, address ethical breaches, and monitor code-of-conduct violations in real time.

Candidate Eligibility Criteria: Age Limits, Attendance Cut-Offs, and Academic Records

The university election commission has set definitive qualifying benchmarks for students intending to enter the fray:

Age Brackets for Contesting Candidates:

Undergraduate students must be between 17 and 22 years of age on the date of filing nomination papers.

Postgraduate candidates must not exceed the maximum age ceiling of 25 years.

Doctoral and research scholars can contest up to a maximum age limit of 30 years.

Mandatory Attendance Requirement: Aspiring candidates must hold a minimum of 75% attendance (or the university’s prescribed course attendance threshold, whichever is higher), calculated exactly ten days prior to the official nomination filing date for the current academic session.

Clean Academic and Disciplinary Record: Candidates must not carry any active academic backlogs or supplementary exams in the ongoing election year. Furthermore, applicants must have a clean disciplinary record with zero prosecutions in criminal courts and no punitive actions under the AMU Students’ Conduct and Discipline Rules, 1985.

Term Limits: For both the AMU Students' Union and the Women’s College Students' Union, candidates are permitted a maximum of two attempts for Executive Member (Cabinet) posts, while office-bearer positions (President, Vice President, Honorary Secretary) can only be contested once in a student's academic lifetime.
