Supreme Court Grants Week-Long Relief to Pinarayi Vijayan, Stays Investigation

In a significant interim legal respite for the Left leadership, the Supreme Court of India on Wednesday, October 21, 2026, placed a one-week stay on the ongoing criminal investigation against former Kerala Chief Minister Pinarayi Vijayan and several co-accused in connection with the controversial Cochin Minerals and Rutile Limited (CMRL) bribery case. Granting the temporary reprieve, the apex court also extended liberty to Vijayan to approach a division bench of the Kerala High Court to challenge the single-judge bench's prior order mandating an immediate First Information Report (FIR). The development halts immediate coercive police or agency steps while opening a critical procedural window for judicial appeal before the High Court.

Kerala High Court Single Bench Order and Anti-Corruption Directive

The legal tussle stems from a contentious judicial direction issued earlier this month in the southern coastal state:

Single-Judge Mandate on October 9: The Kerala High Court, while adjudicating a petition filed by legal activist and advocate K.M. Shahjahan, had formally directed state authorities to register an FIR against Pinarayi Vijayan and others under relevant sections of the Prevention of Corruption Act.

State Government Opposition: The state administration had previously resisted the direct registration of an FIR, arguing that an uncorroborated financial dossier was procedurally insufficient and that a preliminary inquiry was legally mandated before pressing formal criminal charges against public figures.

Liberty to File Division Appeal: Providing breathing room to the defense, the Supreme Court ruled that the investigation remain frozen for seven days, enabling Vijayan’s legal counsel to formally present their writ appeal before a two-judge division bench of the Kerala High Court.

The CMRL-Exalogic Financial Trail: ED Allegations of Rs 2.78 Crore Bribery

At the core of the high-stakes political storm is a financial probe conducted by central investigative agencies concerning corporate transactions:

Enforcement Directorate Report: The single-judge bench’s order was delivered in the wake of a detailed report submitted by the Enforcement Directorate (ED), which scrutinized financial flows between private mineral firm Cochin Minerals and Rutile Limited (CMRL) and Vijayan's daughter, Veena T.

Exalogic Solutions Scrutiny: Federal investigators alleged that CMRL executed fraudulent payments totaling Rs 2.78 crore to Veena T. through her now-defunct information technology consultancy venture, Exalogic Solutions.

Consultancy Cover Allegation: The ED contended that these substantial monetary transfers were funneled under the pretext of non-existent IT and marketing consultancy services, alleging that the transactions constituted kickbacks rather than genuine commercial agreements.
