Maharashtra FDA Imposes 7-Day Advance Notice Rule for Festival Food and Mahaprasad Distribution

In view of the upcoming festive season where millions of devotees are served communal offerings across Maharashtra, the Food and Drug Administration (FDA) has introduced a strict regulatory mandate. Under this newly implemented policy, organizers hosting festivals, religious gatherings, and community events must submit a formal pre-notification form for scheduled mass food distribution. This notification must be submitted to the relevant authorities through the official FDA Food and Drug Grievances Portal at least seven days prior to the commencement of the event. The rule specifically targets large-scale food distribution events, including Mahaprasad, Langar, and Bhandara, ensuring heightened public health safety and hygiene compliance during massive public gatherings.
Ensuring Public Safety Through Risk-Based Testing and Inspection
The FDA has clarified that receiving advance information regarding mass food preparation will significantly streamline regulatory oversight, enabling risk-based testing, proactive food sampling, and swift administrative action where necessary. This mandatory advance notification applies universally to events where food is prepared and distributed by registered or licensed caterers and community kitchens. The policy initiative follows a high-level consultative meeting between FDA Commissioner Tukaram Mundhe and representatives of prominent Mumbai Ganesh mandals. While festival organizers have expressed appreciation for the public health initiative, some representatives have highlighted logistical challenges regarding the short implementation window. Naresh Dahibavkar, representing the Brihanmumbai Sarvajanik Ganeshotsav Coordination Committee, noted that while the collaborative safety effort is welcomed, additional time for institutional preparation would have been beneficial for organizers managing large-scale community events.
Crackdown on Unhygienic Food Manufacturing Units Across Thane and Mumbai
In a parallel enforcement drive emphasizing rigorous food safety standards, the Maharashtra FDA recently conducted simultaneous raids on 11 manufacturing units producing wafers, chivda, namkeen, and other snack items located within the Bhaskar Compound-Khadi Village area along Shil-Diva Road in Thane. The inspection resulted in the seizure of substandard food items valued at approximately Rs 20.48 lakh, comprising 28,955 kg of edible products and 56 liters of cooking oil. Inspections revealed severe sanitary violations, including unhygienic flooring, open production zones, inadequate drainage systems, pest infestations involving cockroaches and rodents, free movement of animals within preparation areas, and improper product labeling. Consequently, the operating licenses and registrations of all 11 violating establishments have been immediately suspended, alongside similar suspensions issued to six restaurants across Mumbai found in blatant violation of mandatory food hygiene regulations.
