Finance Minister Nirmala Sitharaman Clarifies UPI MDR Rules, Slams Opposition Rumors

Putting an end to mounting public confusion and political controversy, Union Finance Minister Nirmala Sitharaman reaffirmed on Tuesday that retail consumers will face zero charges for conducting Unified Payments Interface (UPI) transactions. In an interaction with reporters, the Finance Minister reiterated that the newly notified Merchant Discount Rate (MDR) structure introduced by the National Payments Corporation of India (NPCI) applies strictly within the commercial banking and payment ecosystem, ensuring that everyday citizens continue to send and receive digital funds without deduction. Calling out opposition parties for orchestrating misleading propaganda, Sitharaman clarified that discussions regarding the technical maintenance of digital infrastructure were transparently addressed in Parliament, asserting that the operational framework ensures ordinary users remain completely shielded from transaction levies.

Merchant Fee, Not a Tax: 0.4% MDR Applied Only on Transactions Above ₹2,000

Demystifying the underlying economics of the policy, the Finance Minister emphasized that MDR is neither a tax nor an administrative cess levied by the central government, meaning not a single rupee from this collection enters the Consolidated Fund of India. Instead, the charge serves as a service settlement fee exchanged between acquiring banks, fintech apps, and network switches to upgrade server bandwidth, fraud detection mechanisms, and platform reliability. Under the revised guidelines rolling out from the NPCI notification, a 0.4 percent MDR will be levied solely on commercial merchants for transactions exceeding the ₹2,000 threshold. For everyday payments below ₹2,000—which account for approximately 96 percent of all retail UPI volume across the country—no charges apply to anyone, guaranteeing that small vendors and shoppers experience zero disruption.

Beyond the digital payments framework, the Finance Minister addressed ongoing national political flashpoints, strongly censuring the conduct witnessed at the recent "Schools' Echoes" (Chhatron Ki Goonj) event in Indore. Referring to the onstage mimicry performed in the presence of Leader of the Opposition Rahul Gandhi, Sitharaman remarked that mocking constitutional leaders diminishes the dignity of parliamentary democracy and proves unbecoming of someone holding a constitutional post. Turning to regional financial disputes, she firmly brushed aside allegations raised by the Aam Aadmi Party regarding partiality in central fiscal distributions to Punjab, confirming that statutory tax devolutions and development grants are transferred strictly based on Finance Commission formulas without executive cuts or arbitrary delays.
