Amid the ongoing nationwide political discourse surrounding the Special Intensive Revision (SIR) process, the Election Commission of India (ECI) has issued a major administrative update. The poll panel has officially removed the additional SIR-related declaration from online voter registration Form 6 in all states and Union Territories where the Special Intensive Revision of electoral rolls has already concluded.
What Changes for New Voters?
Following clarifications by the full commission regarding the temporary scope of the revision drive, the implementation process has been streamlined across regional portals:
Removal From Portals: According to the ECI, the additional declaration has been successfully excised from the ECINET app-portal as well as respective Chief Electoral Officer (CEO) websites in completed jurisdictions.
Standard Form 6 Procedure: New applicants residing in these completed states are now only required to fill out the standard, statutory Form 6 prescribed under the Registration of Electors Rules, 1960, without any extra documentation hurdles.
Where the Declaration Remains Active: The Commission clarified that the additional declaration will continue to appear alongside Form 6 strictly on portal systems in regions where the SIR campaign is currently underway. Under this supplementary requirement, applicants in ongoing revision zones were previously asked to provide historical details linking themselves, their parents, or grandparents to past deep-revision electoral rolls.

The update follows recent intense public debate after media reports highlighted internal discussions among top election officials. Reports indicated that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised official objections regarding modifications on the digital portal, arguing that statutory forms under 1960 rules require formal amendments.
In response, the Election Commission publicly clarified that Form 6 itself remained legally unchanged, with the supplementary declaration functioning merely as an additional verification mechanism tailored for the SIR drive—a process previously upheld by the Supreme Court during the Bihar SIR proceedings. With this latest adjustment, the poll panel has moved to simplify the enrollment process for first-time voters in concluded zones.
