Fulfilling a major assembly election pledge aimed at expanding maternal care and boosting public healthcare engagement, Tamil Nadu Chief Minister C. Joseph Vijay on Monday officially rolled out the flagship "Thayamaman Thanga Mothiram Thittam" scheme across the state. Translating culturally to "a gold ring from the maternal uncle," the welfare program was launched at a state ceremony organized inside the Government Rajaji Hospital in Madurai. During the inaugural event, the Chief Minister personally cradled newborn babies in his arms and presented their mothers with ceremonial one-gram, 22-carat hallmarked gold rings, underscoring the government's push to honor motherhood and encourage safe deliveries within state-run medical facilities.
₹755.83 Crore Budget Allocation: Gold Rings to Promote Institutional Deliveries
The state administration has earmarked a massive financial layout to ensure consistent delivery of the newborn incentive:
Dedicated Budgetary Outlay: The Tamil Nadu government has approved a dedicated annual financial allocation of ₹755.83 crore to sustain the newborn gold ring distribution program across government healthcare centers statewide.
Incentivizing State Medical Infrastructure: The policy specifically aims to increase institutional delivery rates in government medical college hospitals, district headquarters hospitals, and primary health centers, bridging public healthcare trust among rural and semi-urban families.
Strict Eligibility Framework: Beneficiaries must be permanent residents of Tamil Nadu, and expectant mothers must be actively registered on the state’s digital Pregnancy and Infant Cohort Monitoring and Evaluation (PICME) system. Out of the estimated 7.8 lakh children born in Tamil Nadu annually, approximately 4.2 lakh deliveries—representing 53 percent—occur within state-run health centers and qualify for the benefit.
Rescheduled from September 15: Grand Madurai Launch Under Five-Tier Security
The program's rollout followed a brief administrative delay linked to official state commitments:
Commemorative Postponement: The rollout was initially slated for September 15 to coincide with the birth anniversary of Dravidian stalwart and former Chief Minister C.N. Annadurai. However, the date was pushed back due to the Chief Minister's scheduled official tour of London before being convened in Madurai.
Five-Tier Security Protocol: In view of the Chief Minister's packed public itinerary and large crowds assembling across temple city venues, the Madurai City Police deployed a robust five-tier security cordon stretching from Madurai Airport along the transit corridor to the Government Rajaji Hospital grounds.
Expanding Women's Welfare Basket: From Annapurni Super 6 to Cash Transfers
The newborn scheme forms part of a wider series of governance interventions targeting household financial stability and female empowerment:
Annapurni Super 6 Scheme Active: The administration previously rolled out the "Annapurni Super 6 Scheme," delivering six free domestic LPG cooking gas refills every year to economically vulnerable households.
Women's Day Commitments: Leading into the state assembly elections, a 12-point welfare charter tailored for women voters promised monthly financial transfers of ₹2,500 to eligible non-governmental female heads of families, fare-free transit access on state transport corporations, and marriage-assistance gold allotments. With the Madurai launch, the state continues the rapid phased implementation of its core welfare agenda.
