Massive Relief for Patients: Government Caps Cancer Drug Margins at 30%, Slashing Costs by up to 70%
In a landmark healthcare intervention, the government has capped the trade margin on all non-scheduled cancer-treating medications at 30 percent of the Maximum Retail Price (MRP). The decisive reform applies comprehensively to domestically produced branded and generic drugs, as well as patented and non-patented drugs imported from abroad. Officials estimate that this price rationalization will generate annual savings of approximately ₹2,500 crore, bringing down the exorbitant cost of critical cancer therapies by up to 70 percent and delivering massive financial relief to patients and families nationwide.
Curbing Exorbitant Margins to Ensure Affordable Healthcare
The policy intervention targets excessive markups historically levied across the pharmaceutical supply chain, ensuring that life-saving oncology formulations remain both accessible and affordable:
Protecting Vulnerable Patients: Capping trade margins curbs profiteering by intermediaries and manufacturers, directly lowering out-of-pocket healthcare expenses.
Building on Past Precedent: A similar regulatory measure implemented in 2019 successfully curbed prices across 526 drug brands, yielding annual consumer savings of around ₹984 crore. The latest expansion reinforces the national mandate toward affordable, patient-centric universal healthcare.
Understanding Scheduled vs. Non-Scheduled Oncology Formulations
Pricing frameworks across the Indian pharmaceutical market operate under the regulatory oversight of the Drugs (Prices Control) Order, 2013 (DPCO, 2013) and the National Pharmaceutical Pricing Authority (NPPA):
Scheduled Formulations: Under DPCO Schedule I, framed in alignment with the National List of Essential Medicines (NLEM), anti-cancer therapies fall under Section 7 (including immunosuppressive and palliative care drugs). The NPPA fixes strict price ceilings for 131 scheduled anti-cancer formulations, mandating that manufacturers sell them within these ceilings plus applicable GST. Additionally, as of January 27, retail prices were capped for 54 "new drugs" in the oncology therapeutic category.
Non-Scheduled Formulations: Oncology formulations not explicitly categorized under Schedule I are designated as non-scheduled drugs. By imposing a hard 30% trade margin cap on these non-scheduled therapies, the government has plugged a critical regulatory loophole, ensuring end-to-end price rationalization across all cancer treatment regimens.
