Setting a stellar benchmark in transparent and technology-driven governance, the state of Chhattisgarh has achieved massive national recognition at the 10th Foundation Day celebrations of the Government e-Marketplace (GeM) held in New Delhi. Under the visionary leadership of Chief Minister Vishnu Deo Sai, the state was honored with the prestigious GeM Sustainable Procurement Award in the State Government Honors category. The accolade highlights Chhattisgarh's outstanding performance, remarkable financial discipline, and a phenomenal 113% surge in total procurements routed through the digital platform.
Exponential Growth: ₹3,935 Crore Procured with 113% Increase
During the fiscal year 2025-26, Chhattisgarh witnessed a dramatic transformation in how government departments, corporations, and local bodies handle public purchases. Total procurement executed through the GeM portal skyrocketed to ₹3,935 crore, marking a massive 113% growth compared to the preceding financial year. This digitization drive successfully eliminated procedural opacity, ensuring open competition, standardized specifications, and fully auditable digital transaction records across all participating state agencies.
Massive Financial Savings of ₹130 Crore for State Treasury
Beyond operational transparency, the shift toward competitive digital bidding has yielded extraordinary financial dividends for the state treasury. In FY 2025-26 alone, open competitive bidding on the GeM platform generated direct savings of ₹130 crore, calculated against estimated departmental procurement costs. Over the past three fiscal years, cumulative savings through GeM have touched a staggering ₹235 crore, proving that technology-driven governance optimizes every single rupee of public funds while maintaining rigorous project quality.
Empowering MSMEs, Women Entrepreneurs, Startups, and SC/ST Businesses
A cornerstone of Chief Minister Vishnu Deo Sai’s governance framework is inclusive economic growth and localized empowerment. The expanded adoption of GeM has opened unprecedented commercial gateways for vulnerable and emerging business segments across Chhattisgarh:
Micro and Small Enterprises (MSEs): Procurement from local MSEs surged by 61% to reach ₹1,800 crore, comfortably surpassing the mandatory 25% procurement target.
Women Entrepreneurs: Orders placed with women-led businesses registered an impressive 97% year-on-year growth.
SC/ST Entrepreneurs: Procurement from enterprises owned by SC/ST communities witnessed a stellar 108% increase.
Startups: Emerging startups recorded the fastest growth across all categories, with government procurement jumping by an extraordinary 178%.
Commenting on the milestone, Commerce and Industry Department Secretary Rajat Kumar noted that the open digital marketplace ensures a level playing field where a supplier's success depends strictly on merit, capability, and competitiveness rather than bureaucratic proximity.
