Bihar PACS Fertilizers License Renewal: Technical Degree Mandate Relaxed for Older Holders
Important guidelines have been issued across Bihar regarding the renewal of fertilizer licenses for Primary Agricultural Credit Societies (PACS) presidents. Under the revised directive, administrators holding a valid fertilizer license or certificate issued before July 30, 2018, are now officially exempt from the mandatory requirements of possessing Chemistry Honours, Agriculture Honours, or specific technical training qualifications for license renewal.
Easing the Renewal Process
Local administrative officials, including Dehri Block Cooperative Officer (BCO) Vikas Singh, noted that this policy decision provides significant relief to PACS presidents who previously faced administrative hurdles and delays in renewing their fertilizer distribution licenses due to a lack of formal technical degrees or specialized managerial training.
Eligible PACS leaders have been advised to locate their earlier valid licenses or certificates and complete the straightforward renewal paperwork. Several cooperative societies across blocks—such as Baraon Kala, Gangauli, Jamuhar, Chaknaha, and Dariyat PACS—already maintain valid documentation and continue unhindered fertilizer distribution to local farmers.
Facilitating Compliance for Uncertified Units
The updated guidelines are designed to streamline operations specifically for units lacking newly updated certificates or those currently navigating fresh license applications. Officials have urged all active PACS presidents to leverage this administrative relaxation, submit the requisite documentation promptly, and ensure seamless fertilizer availability for agricultural communities across the state.
