Hamas has explicitly refused to proceed with the second phase of the ceasefire agreement in Gaza stating that the occupying forces have failed to honor their previous commitments The resistance group declared that any discussion regarding the next stage of the truce is impossible while violations of the ongoing agreement continue to occur Hossam Badran a senior member of the Hamas political bureau addressed the media and clarified the organization stance emphasizing that the priority must be the full implementation of the first phase before moving forward to new negotiations
Badran highlighted that Israel has been evading its obligations under the deal which was initially implemented in October He specifically pointed out that the terms requiring the reopening of the Rafah crossing have not been met and the volume of humanitarian aid entering the Gaza Strip remains insufficient contrary to what was officially agreed upon The official accused the Israeli leadership of bypassing these critical requirements effectively stalling the peace process and causing further distress to the population in the besieged enclave as supplies remain critically low
In light of these breaches Hamas has called upon the international mediators including Qatar Egypt and the United States to exert significant pressure on Israel to respect the ceasefire terms The group insists that the second phase which involves more complex negotiations cannot realistically commence until the foundation laid by the first phase is respected and fully operational This firm rejection by Hamas signals a potential deadlock in the ongoing diplomatic efforts to secure a lasting resolution to the conflict as both sides continue to trade accusations regarding the failure of the truce terms
