Just in time for the festive season, the central government has rolled out a package of good news that is set to bring a significant financial boost to millions of its employees and pensioners. In a series of much-awaited decisions, the cabinet has approved a hike in Dearness Allowance (DA), announced a Diwali bonus, and triggered an automatic revision in House Rent Allowance (HRA).
It's a triple dose of cheer that will see a noticeable increase in the take-home pay for many. Let's break down what each of these announcements really means for you.
1. Dearness Allowance (DA) Jumps to 50%
The headline announcement is the 4% increase in the Dearness Allowance and Dearness Relief (for pensioners). With this hike, the DA now officially stands at a crucial milestone: 50% of the basic pay.
This isn't just a regular increase. This hike will be effective retroactively from July 1, 2024, which means employees will receive arrears for the past few months. The move is set to benefit nearly 49 lakh central government employees and over 68 lakh pensioners, providing them with much-needed relief against rising inflation.
2. A Festive Bonus is on the Way
Keeping with tradition, the government has also given the green light for a non-productivity linked bonus for the financial year 2023-24. This is essentially a Diwali bonus for Central Government employees in Group 'C' and non-gazetted employees in Group 'B'.
Eligible employees will receive a bonus equivalent to 30 days of emoluments, with the calculation ceiling capped at ₹7,000. It’s a welcome festive gift that adds a little extra sparkle to the Diwali celebrations.
3. The Automatic HRA Payout
This might be the most significant, and slightly hidden, piece of good news. The moment the DA officially hit the 50% mark, it triggered a pre-existing rule for an automatic revision of the House Rent Allowance (HRA).
According to the 7th Pay Commission's recommendations, HRA rates are revised upwards whenever the DA crosses 50%. This means:
- Employees in X category cities (major metros like Delhi, Mumbai, etc.) will now receive an HRA of 30% of their basic pay, up from 27%.
- Those in Y category cities will get 20%, up from 18%.
- Employees in Z category cities will see their HRA increase to 10%, up from 9%.
This automatic increase in HRA, combined with the DA hike and the bonus, makes for a substantial financial package that will undoubtedly bring a lot of joy to government employees and their families this festive season.
