New Delhi: A delegation of Qila Raipur Sports Society led by BJP National Spokesperson Jayveer Shergill met Union Minister for Sports, Youth Affairs and Information and Broadcasting Anurag Thakur here today. During the meeting with the Union Minister, members of the delegation requested Thakur to seek the President’s assent for the ‘Prevention of Cruelty to Animals (Punjab Amendment) Bill 2019’. Shergill told Thakur that the President’s assent to the bill would pave the way for the resumption of bullock cart races at the annual Fort Raipur Rural Olympics.
Shergill drew Thakur’s attention to the serious issue of culture and heritage related to Punjab and Punjabiness for the last several decades and said that the above village games have been continuously organized since 1933 in Qila Raipur, District Ludhiana. The change of time has increased the popularity of these village games and they are known as mini Olympics all over the world. The most popular of these sports is bullock racing, which was banned by the Hon’ble Supreme Court order in the year 2014 following a petition by PETA (People for the Ethical Treatment of Animals).
Shergill told the Union Minister that in view of the popularity of the sport in Punjab and its historical and cultural significance, the Punjab Legislative Assembly passed the ‘Prevention of Cruelty to Animals (Punjab Amendment) Bill 2019’ and sent it to the Hon. President for approval. But the Indian government has not yet given permission to resume the bullock cart race.
Explaining the Union Minister, Shergill said that the game is not only played in Qila Raipur village (Ludhiana), but in 80 percent of the villages in Punjab, numbering around 12,000. So re-allowing this sport will positively impact not only Qila Raipur village but every village in Punjab which is emotionally attached to this sport. The game is very much loved by the country’s food producing farmers, who flock to the Qila Raipur Stadium in lakhs to enjoy it.
The members of the delegation informed the Union Minister that many big corporate houses are also sponsoring the Games. Referring to the seriousness of the matter, Shergill said that lakhs of people, including a large number of foreign tourists, come to enjoy these games. Due to the immense popularity of these games, the Government of India included these games in the list of Heritage Games in 1970, due to which an amount of 2.5 lakh rupees is provided annually by the Government of India for organizing these games. 1970.
The members of the delegation informed the Minister that the Government of India vide letter No. 17/44/2019-JUDL&PP dated 22.2.2022 has sought specific clarifications from the Government of Punjab for the resumption of bullock cart races. Shergill humbly appealed to Thakur to help the Kila Raipur Sports Society to include bullock cart races in the upcoming Games. Apart from this, the annual grant of 2.5 lakhs given by the Government of India for the Indian Heritage Games has also not been received for the last 4 years. Shergill requested Thakur to look into the matter so that the outstanding grant could be released soon.
Shergill requested Thakur to consider the matter sympathetically and give his assent and make all possible efforts to get the President’s assent to the ‘Prevention of Cruelty to Animals (Punjab Amendment) Bill 2019’ so that our old glorious heritage lives on. That is why the residents of 12000 villages of Punjab including Qila Raipur will always be grateful to you. The BJP spokesperson also gave a letter to Thakur in this regard.
