Union Road Transport and Highways Minister Nitin Gadkari on Wednesday expressed concern over the poor quality of Detailed Project Reports (DPRs) submitted by Indian companies. He said such reports of non-adherence to standards lead to delay in project completion and road accidents. Speaking at an event organized by industry body FICCI, Gadkari said delay in decision making in most cases leads to cost overruns in construction of highways and other roads.
He said that the most guilty is the one who made the DPR. The biggest problem is the quality of the DPR. The minister said that the reports prepared by Indian companies are not good, so preference should be given to international companies. The Union minister, known for his outspoken views, blamed the poor quality of DPRs for several road accidents. Gadkari said that the contractors should reduce the use of diesel-run machines.

We have brought new vehicle laws including installing airbags in every car, making helmets mandatory for two-wheelers. We have identified black spots by spending Rs 40,000 crore and are trying to rectify them.

Nitin Gadkari said that at present, if a person travels a distance of even 10 km on the toll road, then he has to pay a fee of 75 km, but in the new system he will be charged only for the distance traveled. He denied that the National Highways Authority of India (NHAI) was going through a financial crisis. He said that the condition of NHAI is very good and it is not short of money. He said that earlier two banks had offered loans at low rates.
